Outcomes of International Conference on Remote Sensing of Earth Covers Using Synthetic Aperture Radars. / July 5, 2013 /

On June 24-29 2013, in Ulan-Ude – Enkhaluk settlement, the Republic of Buryatia, the International Conference on Remote Sensing of Earth Covers Using Synthetic Aperture Radars was held.

The Conference was organized by:

More than 50 delegates – representatives of 23 research and production organizations of Russia, Federal Space Agency and specialists from Mongolia and Japan took part in the Conference.

On 24 June, in the Buryatia Scientific Center of SB RAS, the Conference was opened by A.P. Semenov, Director of Institute of Physical Materials Science SB RAS, who wished the conferees fruitful work and hoped that such meetings would be traditional and the composition of the Conference would be broadened.

The plenary meeting was opened by Motoyuki Sato (Tohoku University, Japan) who briefly reviewed the North-East Asia environmental study using the microwave techniques of remote sensing in his report. Then A.P. Semenov and Motoyuki Sato signed the bilateral cooperation agreement in state.
The plenary meeting was continued by K.S. Emelyanov, Head of Department, NTs OMZ of JSC Russian Space Systems. He told about the Federal Space Agency actions on creating space radar observation techniques and complex data processing technologies as well as the state-of-the-art and future capabilities of Operator of space remote sensing facilities.
A.I. Zakharov, Head of Laboratory, Kotelnokov Institute of Radio Engineering and Electronics, Fryazio Branch, RAS, described in detail the existing techniques of remote sensing using synthetic aperture radars; L.B. Neronsky, senior research scientist, JSC JSC Vega Radio Engineering Corporation discussed the prospects and immediate tasks of radar Earth observation development.
Then the following section meetings took place:
Section 1 – Radar polarimetry and interferometry. The Earth covers radiometry;
Section 2 – Radiophysical techniques of the environmental diagnostics. Algorithms, instruments, and results.

In the course of the sections, 65 reports were presented. Besides the organizers, the reports were presented by JSC JSC Vega Radio Engineering Corporation (Moscow), State Unitary Enterprise Research and Production Center SPURT (Moscow), JSC "VPK «NPO MASHINOSTROENIA» (Reutov), Institute of Solar-Terrestrial Physics of SB RAS (Irkutsk), Institute of the Earth’s Crust, SB RAS (Irkustk), Russian Academy of Sciences Geological Institute of SB RAS (Ulan-Ude), Institute of Natural Resources, Ecology and Criology, SB RAS (Chita), Institute for Water and Environmental Problems, SB RAS (Barnaul), SOVZOND Company (Moscow), Omsk State Pedagogical University, Irkutsk State University of Communication Lines, Irkutsk State Technical University, Siberian Federal University (Krasnoyarsk), Immanuel Kant Baltic Federal University (Kaliningrad).

The reports of specialists from JSC Russian Space Systems are as follows:
1. A.A. Romanov, Deputy Director. Two-dimensional Radiotomography of Ionosphere: Existing and Future Technologies (Section 2).
2. P.V. Denisov, main specialists, NTs OMZ. Satellite Radar Monitoring of the Earth’s Surface Deformation in Earthquake Zone Using Ground GPS Measurements (Section 1).
3. M.A. Gusev, lead engineer, NTs OMZ. Radar Data-Derived Basic Remote Sensing Products (Section 1).

The section meetings and round table focused on the lines of researches in the Earth’s cover sensing at decimetric and centimetric wave bands, the trends in development of space radar and radiometry information technologies, the problems of domestic remote sensing systems, and techniques and facilities of data processing using commercial and public software packages.

Much attention was given on the use of radar interferometry and polarimetry techniques in processing the data from ENVISAT, ERS-1/2, ALOS, Radarsat1/2, TerraSAR-Х, TanDEM-X satellites and radar sensing data for studying man-made, seismic and cryogenic deformations of the earth’s surface and grounds, and radiophysical diagnostics of tectonic dislocation zones. The research findings of forest environment reflecting and scattering properties, the GPS system functioning under the conditions of signal scattering in mid-latitude ionospheric irregularities and ionospheric disturbances were discussed.

The information on the KONDOR-E small spacecraft with S-band radar launched on 27 June was welcomed by the conferees; the extension of standard in-flight test program by the scientific experiment program in which the experience on amplitude, polarimetric and interferometric processing of foreign remote sensing system data gained by home specialists would be realized, was considered as reasonable.
