Russian Space Monitoring Technologies To Improve Efficiency and Safety of Indian Railways. / November 22, 2016 /

Russian Space Systems Holding (RKS, part of ROSCOSMOS State Corporation) and Ministry of Railways, India discussed the prospects of adapting the Russian monitoring systems for India and ensuring safety railway transportation using the GLONASS navigation technologies. The Parties discussed the details of working together and expressed interest in further cooperation in space activity outcome applications.

The Russian Party reported to the Indian colleagues on its developments relative to monitoring of critical objects of railway infrastructure and railway transportation of dangerous and valuable goods using the global navigation satellite systems. These solutions contribute to security and reduce the risks of man-made and natural factor impacts on objects and cargoes, and decrease the damage from disasters and emergencies.

Vladimir Saveliev, Deputy Director of foreign economic activity projects, Russian Space Systems says: „At this stage in cooperation with the Indian partners we need to develop an overall vision of the future system. We are defining the tasks of the system, aligning the objectives of its application with the Indian legal norms.“

The RKS-developed geographically distributed monitoring system of critical objects consists of three levels. Sensors installed in tunnels, depots, stations, bridges and other infrastructure objects collect and transfer data to local control centers. These centers are linked with the monitoring centers of zonal railway administrations the data from which arrives to railway situation center. In Russia, the highest level is National Center for Crisis Management of Russian Ministry of Emergency Situation.

The types of sensors installed depend on the purpose and specific character of an object under control. Gas control sensors and air control sensors, radiation sensors, and sensors of power supply, fire alarm and burglar alarm and video surveillance sensors are of wide use.

The railway monitoring system also implies installing the measuring modules of satellite navigation system on railroad bridges and large-span and high-rise buildings which enable construction displacement and vibration to be monitored. To analyze such parameters the RKS’s specialists developed a system for high-accuracy monitoring of engineering structures (VMSIS) that have been already implemented at several sites of the Trans-Siberian Railway in Russia.

Using a signal from the Russian GLONASS in-orbit navigation satellite constellation the VMSIS system detects construction vibrations simultaneously at three planes with pin-point accuracy, processes them, and transfers the results to operator’s stand in real time. This allows the specialists to make a constant diagnostics of complex engineering structure integrity breaking, to monitor a loss of some element stability, and to study the dynamic behavior of buildings affected by different factors such as seasonal changes, transport, wind, soil displacement, and etc.

An increase in dangerous and valuable goods safety is achieved using special-purpose navigation equipment installed on rolling stock which receives signals from satellite navigation systems. A joint venture on such equipment production for needs of the Indian railways may be considered as one area of the Russian and Indian cooperation.
