The official linked the profitability of GLONASS with access to the commercial market for devices that can receive signals of Russian satellites. It is planned that the appropriate chips will, in particular, equipped with cars, mobile phones and portable electronics.

According to Ivanov, on the market of devices with chips GLONASS is scheduled for late 2012. Until that time, the GLONASS system will be mainly used by the state. Thus, at present, its instrumentation is equipped with several tens of thousands of vehicles.

It is expected that the Russian navigation system will work in full before the end of 2010. Total on-orbit will always be 24 to 28 satellites, which will receive signals of GLONASS in all parts of the globe. Until 2012, the development of GLONASS, will invest 48 billion rubles.

Satellite navigation system GLONASS, should become an analogue of the American GPS and the European Galileo. Previously, as a measure to stimulate the development of the Russian system, Sergei Ivanov proposed to introduce a 25-percent duty on imports to Russia navigators supporting system GPS.
