ROSCOSMOS Participates in Session of United Nations Committee on Peaceful Uses of Outer Space

At the 52nd session of the Scientific and Technical Subcommittee of the UN Committee on Peaceful Use of Outer Space (COPUOS), the Federal Space Agency of Russia presented its capabilities for providing remote sensing data for socio-economic development.

Valery Zaichko, Deputy Chief of Department for Automatic Space Complexes and Systems, delivered a statement on behalf of the ROSCOSMOS. He presented the papers on following key areas:
— Current state and prospects of the Russian Earth remote sensing system and the systems for provision users with remote sensing data;
— The ROSCOSMOS initiatives to provide remote sensing data for socio-economic development of regions;
— Use of remote sensing data for emergency response.

The main focus was on the progress achieved in the development of the Russian Earth remote sensing system in 2014. Among the importance activities undertaken to improve the quality of the remote sensing services are the launch of the Resurs-P satellite of high spatial resolution, the decision of the Government of the Russian Federation on removing restrictions on the use of remote sensing data from Russian spacecraft, and a number of measures adopted to deployment of National Geographically Distributed Information System for Remote Sensing Data Receiving, Processing, Archiving and Dissemination (ETRIS DZZ).

A highlight of 2014 relevant to the space segment of remote sensing facilities was the launch of the Resurs-P No.2 satellite with the resolution of better than 1 meter carrying hyperspectral equipment and wide-swath multispectral equipment and the launch of the Meteor-M No.2 weather satellite in December 2014.

Resurs-P No.2 was the seventh spacecraft of the domestic remote sensing satellite constellation composed of Resurs-P No.1, Resurs-DK1, Elektro-L No.1, Kanopus-V No.1, and Meteor-M No. 1 and 2.

It was also noted that the in-orbit remote sensing satellite constellation needed the ground-based infrastructure for data receiving, processing, storage, and dissemination for providing users with space data. For this purpose the deployment of the National Geographically Distributed Information System for Remote Sensing Data Receiving, Processing, Archiving and Dissemination (ETRIS DZZ) is currently in progress. The System comprises regional space data receiving, processing, archiving and distribution centers, integrated bank of space geospatial data, federal and regional fund of remote sensing data, ROSCOSMOS Geoportal and regional geoportals, regional centers for space services, and research and education centers of universities.

Moreover, the Federal Space Agency’s specialists participated actively in the international projects for development of the global Earth remote sensing system.

A significant event in the international sphere in 2014 was the continuing involvement of ROSCOSMOS in concert with EMERCOM of Russia in the International Charter on Space and Major Disasters that enabled mobilizing additional resources for space observing including as part of UN-SPIDER. ROSCOSOS participated in 15 Charter activations in 2014.

Within the framework of the laws and regulations affecting the use of space activity results, the Fundamentals of the State Policy in the Field of Using Space Activity Results to the Benefits of Socio-Economic Development of the Russian Federations and its Regions till 20130 were prepared by the ROSCOSMOS in 2014 and approved by the President of the Russian Federation on 14 January 2014.
